Supporting Washington School Districts
The Master Teacher offers a comprehensive Fundamental Course of Study (FCS) Program to support districts in training paraeducators to meet Washington State’s ESHB 1277 requirements. Through a train-the-trainer model, district-appointed staff will be prepared to deliver 14 hours (two days) of in-person instruction, with an additional 14 hours completed independently by paraeducators through self-paced online courses.

Program Overview
In-Person Training
- Day 1 FCS05 & FCS06 – 6 hours
- Day 2 FCS07, FCS08, FCS09, & FCS10 – 8 hours
Self-Paced Online Training
- FCS01, FCS02, FCS03, FCS04, FCS11, & FCS12 – 14 hours
Virtual Training and Support
The Master Teacher provides virtual training and support to help districts (the approved clock hour providers) successfully implement the Fundamental Course of Study Program.
Train-the-Trainer Sessions
Via the train-the-trainer model, The Master Teacher team members will prepare district administrators to confidently and effectively deliver in-person training to their paraeducators.
These sessions include:
- Course Walkthroughs: Step-by-step demonstration of FCS course content, activities, and supplemental materials to ensure trainers are confident in delivering the content.
- Guided Q&A: Dedicated time for questions to clarify course details, training flow, and implementation strategies.
Platform Walkthrough
In addition to the train-the-trainer sessions, we offer administrators an optional virtual walkthrough of the platform.
This includes how to navigate the platform, set up learners, track progress, and access FCS courses and certificates.
